Steinberg (the developers of the VST technology) discontinued support for VST2 in October 2018, and therefore will no longer issue licenses for new developers - such as Modal - to distribute VST2 plugins.
If your VST host software of choice does not support VST3 then we recommend that you contact the software manufacturers to find out when VST3 support will be introduced.
We're afraid there is nothing we can do about this.
